DeSoto County Crane Prep for Water, River and Ranch Work

DeSoto County is rural, flat and shaped by the Peace River, which winds south through Arcadia toward Charlotte Harbor. Ranching and farming fill most of the county. A regional water supply plant draws from the river, and the river itself drives much of the infrastructure work. For crane operators and riggers, that means water treatment, pump and pipeline jobs, plus utility and agricultural lifting.

A regional water plant on the Peace River

The Peace River Manasota Regional Water Supply Authority, owned by Sarasota, Manatee, Charlotte and DeSoto counties, draws water from the Peace River in southern DeSoto County and stores it in a reservoir and wells. After Hurricane Irma in 2017, the board chair said about 19 billion gallons flowed past the intake in one day, and officials talked about how more storage could have captured more of it.

Water plants are heavy on crane work: pumps, motors, large valves, filters, tanks and long runs of large-diameter pipe. Most of it involves setting equipment into pits and buildings with little clearance. Riggers who understand load control, tag lines and blind picks with a signal person are the ones who get called back.

When the river rises

Hurricane Ian in 2022 dropped more than a foot of rain on Arcadia over three days and drove the Peace River to a record crest of 23.7 feet, 12.7 feet above flood stage. Roads collapsed, and some areas could only be reached by boat. A county official called it a flood no one alive had seen on the Peace River. For crane setups, the lesson is ground. River bottoms and pasture stay saturated long after a storm. Use mats, check for washouts under roads and pads, and don't assume ground that held last month will hold today.

Does public water plant work fall under OSHA?

Private contractors on the job fall under federal OSHA. Florida has no state plan for public employees, but owners commonly require certified operators on contracts.

I work on ranches. Do I need certification?

If you use a crane for construction, such as setting barn steel, Subpart CC generally applies. Routine ranch tasks may not. Ask whoever directs the work.
