Hardee County Crane Prep in Phosphate and Farm Country

Hardee County's landscape is changing in a way few Florida counties' are: open pasture is being permitted for phosphate mining. Mosaic operates the only mines in the county, with about 10,000 acres near Fort Green and a newer 16,778-acre permitted area near Ona. For crane operators and riggers, that brings plant and pipeline work, but under a different safety regulator than most construction. Understanding which rules apply is the first step.

The Ona project

Mosaic received the last permit it needed for Ona, a Clean Water Act Section 404 permit from the Army Corps, in January 2019, after starting the process in 2011. The project secures about 160 million tons of phosphate rock. Its western section extends the life of Mosaic's Four Corners mine by about 14 years, and its eastern section feeds the South Pasture mine once production there resumes.

The engineering scope included expanding the South Pasture beneficiation plant, extending the life of the Four Corners plant and building a 24-kilometer mining access and pipeline corridor. Plant expansions and pipeline corridors involve setting pumps, tanks, pipe spools and structural steel, which keeps cranes busy for years. Mining in the county has drawn local opposition, and schedules can change; treat any timeline as subject to revision.

MSHA versus OSHA

On mine property, the Mine Safety and Health Administration, not OSHA, sets the safety rules. OSHA's Subpart CC operator certification requirement does not apply there in the same way. MSHA has its own training requirements, including new-miner and annual refresher training, and mine operators often require crane operators to hold national certification on top of that.

Off mine property, at a contractor's yard, on a highway job or at a farm, OSHA rules apply as usual. Many operators in Hardee work both sides of that line in the same year, so holding a national certification keeps you employable either way.

Rest of the county

Away from the mines, Hardee is citrus, cattle and the Peace River valley, with Wauchula, Bowling Green and Zolfo Springs along US 17. Utility crews, farm contractors and road builders all use boom trucks and small cranes.
