Orange County Crane Certification: Highways, Resorts and Karst Ground
Few counties in Florida have kept as many cranes busy over the last decade as Orange County. A full rebuild of Interstate 4 through the middle of the county, a new airport terminal, and steady theme park growth southwest of Orlando have produced years of bridge girder sets, precast placement, steel erection and show-building work. Much of that lifting is done by traveling crews, but the contractors behind it also hire locally, and they want people who already hold accredited cards.

What I-4 Ultimate left behind for crane crews
Between 2015 and early 2022 the Florida Department of Transportation reconstructed about 21 miles of I-4, from just west of Kirkman Road to just east of State Road 434 in Seminole County. The scope included fifteen rebuilt interchanges, 74 replaced bridges, 53 new ones and 13 widened structures, plus a tolled express lane pair in the median. Reported costs range from about $2.3 billion to $2.4 billion. The express lanes opened on February 26, 2022.
For operators that meant years of girder picks over live traffic, night closures and tandem lifts with tight swing limits. The work also trained a generation of local riggers and signal persons in DOT-style lift plans. Follow-on interchange work now runs under the separate I-4 Beyond the Ultimate program, which keeps similar jobs moving through neighboring counties.
Resort district growth on a 20-year horizon
In June 2024 the Central Florida Tourism Oversight District board approved a development agreement with Walt Disney Parks and Resorts that lets Disney invest up to $17 billion in its Florida property over the next 10 to 20 years. Coverage of the deal said it could allow a fifth major theme park, and it requires that at least half of the value of the construction work go to Florida-based businesses. That clause matters to anyone building a career here: local contractors stand to pick up a large share of the steel, precast and ride-system lifting.
Universal's Epic Universe, which opened on May 22, 2025, showed how much crane work a single park can generate, from show-building steel to rooftop equipment on guest service buildings in the last months before opening.
Ground and sky: the two site hazards you plan around
Orange County sits on limestone covered by sand, and that combination produces sinkholes. A county-by-county review of reported sinkholes found that most of Orange County's cluster along I-4 and into Seminole County, with many in the north part of the county near the Maitland Boulevard interchange and north of State Road 408. For a crane, the practical result is that outrigger loads need a real ground-bearing assessment, crane mats are common, and any sign of settlement under a float should stop the lift.
The sky is the other concern. The National Weather Service describes the corridor from Tampa Bay to Titusville as Lightning Alley, and a 2018 Orlando Sentinel analysis of ten years of cloud-to-ground data ranked Orange County second in the nation for flash density. About 90 percent of the strikes come between May and October, from noon to midnight. Plan big picks for the morning, know your site's stop-work rule for lightning, and remember that a raised boom is the tallest object on most jobsites.

Rules that apply in Orange County
There is no Orange County or City of Orlando crane license, and Florida does not issue a state one. Private employers fall under federal OSHA, which has an area office in Orlando. Under 29 CFR 1926 Subpart CC, construction operators need an accredited certification such as NCCCO plus an employer evaluation, signal persons must be qualified under 1926.1428, and riggers who hook up loads during assembly or within the fall zone must be qualified.
