For years Pasco was the county commuters drove through on the way to Tampa. Now the jobs are coming to it. Subdivisions, hospitals, warehouses and schools have filled in along the Suncoast Parkway and Interstate 75, and Moffitt Cancer Center is building a research campus from bare land in Land O' Lakes. East of I-75 the county stays rural, with ranches, small towns and the county seat at Dade City.

Speros: a research city built from scratch

Moffitt broke ground on its Speros campus in January 2023 near the Suncoast Parkway and Ridge Road. The long-range plan covers about 775 acres, with roughly 500 to be developed and the rest conserved, and calls for as many as 140 buildings and around 16 million square feet of lab, office, manufacturing and clinical space. The 120,000-square-foot Moffitt Speros Outpatient Center was the first building to open, in January 2026, with a proton therapy center and a research building following.

A campus on that scale means cranes for steel and precast parking structures, heavy medical equipment, rooftop mechanical units and eventually lab buildings with complex utility systems. Proton therapy equipment is especially heavy and precise to place. Projects like that tend to favor operators with certification in hand and riggers who can work from a lift plan.

Sinkhole country under the outriggers

Pasco sits on limestone that dissolves over time, and the area north of Tampa has a long record of sinkholes. Most crane setups never meet one, but voids, old fill and soft clay pockets do show up. A crane that settles under one outrigger mid-lift loses its level, and its chart no longer applies.

Ask for geotechnical information on large projects, use mats sized for the actual outrigger loads, and keep watching the level indicator during the pick, not only before it. OSHA's ground conditions rule puts responsibility on the controlling entity to share known hazards, but the operator is the last check.

Two Pascos, two kinds of work

West and south Pasco, from New Port Richey through Land O' Lakes to Wesley Chapel, generate the volume: commercial pads, apartment buildings, schools and road widening that has been going on for years along SR 52, SR 54 and SR 56. Boom trucks and mid-size hydraulic cranes set trusses, wall panels and HVAC units every day.

East Pasco is quieter but has its own demand. Utility line work, agricultural buildings, county facilities around Dade City and equipment moves for local contractors keep smaller fleets running. Out there one person often operates, rigs and signals on the same job, so a wider set of credentials goes further.

Picking the right operator category

Mobile crane certification is split by machine type, so pick the one you actually run. Most Pasco boom truck and small hydraulic crane operators test in the fixed-cab telescopic category (TSS). Operators of rough-terrain and larger truck cranes with a separate upper cab usually test in the swing-cab telescopic category (TLL). Lattice boom crawlers and truck cranes have their own category (LAT). Restricted categories also exist for things like service truck cranes.

Each category has its own practical exam on that type of crane, so seat time matters as much as reading. The written core exam covers what all mobile cranes share: site setup, operations, technical knowledge and load charts. Our mobile crane operator course follows that structure.

Is there a Pasco County crane license?

No. Florida has no state or county crane operator license. Federal OSHA requires accredited certification and an employer evaluation for most construction crane work. See our requirements guide.

Do digger derricks need certification?

Digger derricks used for certain utility pole work have a partial exemption under 1926.1400(c)(4), but many employers still want trained, certified operators. Ask your employer what it requires for your tasks.

Will the Moffitt campus need certified crane operators?

Campus construction of this size is done by private contractors under federal OSHA, which requires accredited certification for most crane work. Hiring is up to those contractors; we don't place workers.
