Hernando County Crane Certification: Rock, Cement and Rooftops

Hernando County has two economies stacked side by side. Along the Gulf side and through Spring Hill, it's a growing suburb of Tampa Bay, with homes, retail, medical offices and schools going up. Inland, around Brooksville, it's one of Florida's limestone districts, where lime rock is mined and turned into cement. The Suncoast Parkway runs north through the middle and now continues into Citrus County.

Crane crews here may work under OSHA on a Monday and under MSHA rules at a plant on Tuesday. Our online courses prepare you for the written exams of accredited certifications, and this page explains how Hernando's work divides.

Cement kilns and lime rock pits

Cemex runs the Brooksville South cement plant, which state permit records describe as two portland cement lines along with a power plant, a coal yard and support equipment. In 2019 county commissioners approved a 20-year mining lease that let Cemex expand its lime rock mine east of Brooksville after years of dispute. Federal mine safety records list the cement plant as a mine, which tells you which agency is in charge there.

Kiln maintenance and shutdowns bring in crawler and hydraulic cranes to change out refractory, fans, gearboxes and sections of preheater ducting. Those are tight, hot, dusty lifts, and crane contractors working on site follow MSHA rules, including site-specific task training. Many plants also expect operators to hold an accredited certification even though MSHA doesn't use OSHA's Subpart CC.

Road building on the Suncoast

The Suncoast Parkway crosses Hernando from Pasco to the Citrus line, and the 13-mile Suncoast 2 segment from US 98 to SR 44 completed a signal-free route from Tampa into Citrus County. Toll road and interchange work like that uses cranes for bridge girders, sign structures and box culverts, and highway crews often set girders at night to limit lane closures.

Bridge beam setting usually calls for at least one certified operator, a lift plan and a rigger who understands the rigging hardware supplied with precast beams. Interstate and toll-road work in the region is let by FDOT District 7 and Florida's Turnpike Enterprise, whose specifications follow federal OSHA.

Longer term, the Parkway is being extended through Citrus County toward US 19, which keeps road-building crews based in Hernando busy just across the county line.

Spring Hill and coastal Hernando

Most of the county's people live around Spring Hill and the US 19 corridor toward Weeki Wachee and Hernando Beach. Day-to-day crane work there is residential and light commercial: roof trusses, block and steel deliveries, HVAC change-outs, swimming pool equipment and the occasional church or school gym. Knuckle-boom and boom-truck operators make up a big share of the local crane workforce.

The county's karst ground and soft coastal soils deserve respect. Sinkholes are a known hazard across this part of Florida, so mats and careful setup aren't optional on a heavy pick.

Questions people ask

Does MSHA require NCCCO certification at a cement plant?

MSHA has its own training rules and doesn't use OSHA's crane certification requirement. Many plant owners and contractors still require a national certification as a company policy.

Do I need a Hernando County license to run a crane?

No. Florida has no state or local crane operator license. Federal OSHA requires accredited certification for most construction crane work.

Is this page for Spring Hill too?

Yes. It covers Spring Hill, Weeki Wachee, Hernando Beach and the rest of the county. Brooksville has its own page.

What should a boom truck operator in Spring Hill study first?

Most start with the mobile crane operator course for the fixed-cab telescopic category, and many add Rigger Level 1 since they often hook their own loads.

Is the course available at night or on weekends?

Yes. It's online and self-paced, so you can study any time on a phone, tablet or computer.
