Palm Beach County Crane Training From the Coast to the Glades
Palm Beach County is really two lifting markets joined by a long drive across sugarcane fields. The eastern third is the coastal strip from Jupiter to Boca Raton: towers, offices, hospitals, a container port and the corporate home of the state's largest electric utility. The western two-thirds runs out to Lake Okeechobee, where the work is sugar processing, water control and the levees that hold the lake back.
Operators often spend a career on one side or the other. Either way, the credential is the same: Florida has no state or local crane license, and federal OSHA requires accredited certification and an employer evaluation.
The coastal economy and its cranes
The Port of Palm Beach in Riviera Beach is a compact port with an outsized Caribbean trade. Its largest tenant, Tropical Shipping, carries food, building materials, machinery and general cargo to the Bahamas and other islands, and the port has reported handling more than 280,000 TEUs a year, ranking it among Florida's busiest container ports. It also has hundreds of reefer plugs for refrigerated boxes. Yard expansions, berth repairs and heavy cargo moves keep mobile crane operators and riggers working there.
Up the coast, Juno Beach is the headquarters of NextEra Energy and its utility subsidiary Florida Power & Light. FPL's transmission and distribution work across the county uses digger derricks, line trucks and mobile cranes daily, and storm restoration after a hurricane pulls in crews from across the country. Downtown West Palm Beach and Boca Raton have added office and residential towers, and the hospitals along the I-95 corridor keep expanding.
West of the Turnpike: sugar, water and levees
Around Belle Glade, Pahokee and South Bay, the Everglades Agricultural Area grows most of Florida's sugarcane. Sugar mills and refineries run heavy rotating equipment, boilers and conveyors, and their off-season maintenance brings in cranes for mill rolls, gearboxes and structural repairs.
Water management is the other big employer of heavy equipment. The Herbert Hoover Dike around Lake Okeechobee went through a long federal rehabilitation, and the Everglades Agricultural Area Reservoir project south of the lake is part of the broader Everglades restoration effort. Pump stations, culverts, gates and concrete structures on those projects need crane crews comfortable working on levees and soft ground far from town.
- Muck soils in the agricultural area are soft and compress under load; mats are standard.
- Long distances from rental yards mean thorough pre-use inspections.
- Open fields give no shelter from wind or lightning.
Rules in Palm Beach County
Palm Beach County and its cities do not license crane operators, and s. 489.113(11) of the Florida Statutes preempts local rules on construction hoisting equipment. Federal OSHA handles private job sites; OSHA's Fort Lauderdale Area Office serves this region. On construction sites that means certified and evaluated operators under 29 CFR 1926.1427, qualified signal persons under 1926.1428 and qualified riggers where the standard calls for them.
Sites with a tower crane, a covered mobile crane or a hoist also fall under s. 489.1132, F.S., the 2025 hurricane law. The contractor in control must keep a hurricane plan available on site and secure the equipment at least 24 hours before hurricane impacts are expected. Note that some agricultural and processing work may fall under general industry rules instead of the construction standard; your employer should tell you which applies.
Choosing a course
Coastal operators typically take mobile crane operator or tower crane operator prep. Utility crews benefit from digger derrick training. Mill and levee crews often add Rigger Level 2 for heavy, complex picks. Courses are self-paced, available 24/7 on any device and built around exam-style practice questions. The written exams can be taken through online proctoring or at a test center; the practical is a hands-on test at an approved site. Companies can sign up several workers through the enrollment form.
