Volusia County Crane and Rigging Certification, Studied Online

Volusia has two personalities. The coast, from Ormond Beach through Daytona Beach and Daytona Beach Shores down to New Smyrna Beach, is a strip of high-rise hotels, condos and beach homes that took a beating from Hurricane Ian and Tropical Storm Nicole in 2022. Inland, DeLand and the towns along the St. Johns River are growing on the back of commuter rail and the I-4 corridor. Two storms, one long rebuild

Ian came through in late September 2022 and Nicole followed in November. Waves and surge undercut a long stretch of shoreline; one roughly 15-mile section was badly eroded and several seawalls were destroyed, and reporting at the time blamed much of Nicole's damage on walls that Ian had already cracked. Daytona Beach Shores declared 24 buildings east of A1A unsafe, and New Smyrna Beach condemned towers of its own. County officials put total storm damage above $850 million.

The state helped open the door to repairs. The Florida Department of Environmental Protection issued an emergency order for Volusia that, among other changes, allowed seawalls where a storm had destroyed or substantially damaged a structure. A year later, homeowners at Wilbur-by-the-Sea were rebuilding on 30-foot pilings behind 12-foot walls.

Seawall and foundation work is crane-heavy in an awkward way. Sheet pile, precast panels and pile hammers go in from narrow lots between buildings, often with the crane on a pad of fill a few feet above the surf line. Ground bearing, swing clearance to neighboring balconies and a signal person who can see the hook are what keep that work out of the news.

Building on the Daytona side

Daytona International Speedway went through Daytona Rising, a roughly $400 million rebuild of its frontstretch grandstand completed in January 2016 by design-builder Barton Malow. The track kept hosting races through two and a half years of steel erection, which is a good example of the planning a live venue demands. On Beach Street, Brown & Brown built an 11-story glass headquarters tower overlooking the Halifax River.

Projects like these come and go, but hotel, condo and medical construction along the river and the beach keep tower cranes, rough-terrain cranes and boom trucks moving between jobs. Daytona Beach has its own page with more on that city.

West Volusia and the St. Johns River lowlands

SunRail's 12-mile extension to DeLand opened in August 2024, finishing a 61-mile, 17-station line that reaches south through Orlando to Poinciana. A rail line like that pulls housing, retail and light industrial growth toward its stations, and that work leans on boom trucks, articulating delivery cranes and mid-size hydraulics more than big lattice machines.

Which rules Volusia jobs follow

There is no Florida crane operator license and no Volusia County one. Private construction employers here answer to federal OSHA, because Florida has no State Plan. Under 29 CFR 1926 Subpart CC, operators need an accredited certification plus their employer's evaluation (1926.1427), signal persons must be qualified (1926.1428), and riggers hooking loads in the fall zone must be qualified as well.

The state does add one storm-specific duty. Section 489.1132, Florida Statutes, passed in 2025, requires a hurricane preparedness plan on site for tower cranes, hoists and larger mobile cranes in construction, and requires the contractor in control to secure that equipment no later than 24 hours before expected impacts.
