Crane Certification Prep for Flagler County Crews

Flagler is one of the smaller counties on Florida's east coast, but it has been carrying an outsized load of construction. Its shoreline has been rebuilt piece by piece since Hurricane Matthew tore into State Road A1A in 2016 and the 2022 storms finished off the old Flagler Beach pier. Inland, Palm Coast has roughly tripled in population since 2000, and the houses, schools and shopping that follow keep boom trucks and small hydraulic cranes busy. The coastline as a job site

Three overlapping efforts have been reshaping the Flagler Beach shoreline. The U.S. Army Corps of Engineers started a coastal storm risk project in mid-2024 covering about 3.5 miles, from Gamble Rogers State Park north to North 7th Street. It pumps sand from about seven miles offshore to rebuild dunes and beach, at a cost around $27 million, with the Corps paying 65 percent and the county and FDOT the rest.

FDOT has its own job reconstructing parts of State Road A1A, including a seawall at the north end of town. And the 1928 Flagler Beach pier, closed since Ian and Nicole in 2022, is being replaced: demolition began in June 2025 on a roughly $14 million concrete pier about 800 feet long and more than 10 feet higher than the old deck, mostly paid for by FEMA.

For crane crews, pier and seawall work means setting precast and pile from the beach or from the structure itself, often working over water with a sea breeze building through the afternoon. Riggers who understand load angles on long, slender piles and operators comfortable with crawler or barge setups get the most out of that work.

Growth inland: Palm Coast and Bunnell

Palm Coast grew from 32,832 residents in 2000 to 89,258 in 2020. Most of that growth came as single-family subdivisions, which means trusses, block, roofing and precast utility structures delivered and set by boom trucks and articulating cranes. Read the Palm Coast page for more on that city.

Bunnell, the county seat, sits on U.S. 1 west of Palm Coast and is much smaller, with about 3,300 residents in 2020. Flagler Executive Airport, a county-owned general aviation field, has been expanding with FAA and FDOT money, the kind of hangar and facility work that needs steel erection crews.

How this coast affects a lift

  • Sand and shell fill near the beach can look firm and still settle under an outrigger; mats and cribbing matter.
  • Salt spray reaches well inland on windy days, so wire rope, sheaves and pins need closer inspection than on inland jobs.
  • Summer afternoons bring thunderstorms; plan picks for the morning and know your lightning stop rule.
  • During hurricane season (June 1 to November 30), Florida law requires a hurricane plan on site for larger cranes on construction jobs and securing equipment at least 24 hours before expected impacts.

Certification path for a Flagler worker

Florida has no state crane license, and neither does Flagler County. Federal OSHA's Subpart CC standard covers private construction work: an operator needs an accredited certification for the type and capacity of crane, plus an evaluation by the employer. Riggers and signal persons must be qualified for the job they are doing.

Most people start with whichever credential matches their current job. Delivery drivers who place materials with a knuckle boom look at articulating crane operator. Pier and seawall hands often begin with Rigger Level 1 and signal person. Operators moving onto larger hydraulic cranes aim for mobile crane operator.

Written exams can be taken online with a remote proctor, at a test center or at a test event. The practical exam is a separate, hands-on test on a real crane at a practical test site. Our requirements guide covers both.
