Indian River County Crane Certification, Coast to Groves

Indian River County runs from a narrow barrier island across the lagoon to I-95 and then out into citrus groves and ranch land. Its crane work follows that layout. Near the coast it is condo, hotel and marine construction exposed to salt and wind. Around Vero Beach Regional Airport it is aircraft manufacturing. West of the interstate it is utility, agricultural and highway work, with the large FPL gas plant just over the line in Okeechobee County drawing crews from here.

Three zones, three kinds of lifting

The island. Construction along the beach side deals with limited staging, sandy soils and constant salt exposure. Cranes set trusses, rooftop equipment and precast here, and wind holds come often in the afternoons.

The mainland towns. Vero Beach and Sebastian see commercial buildings, schools, medical offices and road work. Piper Aircraft's 30-acre campus at the Vero Beach airport employed about 1,500 people by a 2025 count; see our Vero Beach page for that side of the work.

West county. Past I-95, utilities, pump stations, packing houses and farm buildings make up most of the lifts. Boom trucks and digger derricks are common, and crews may drive a long way between jobs.

A big plant next door

FPL's Okeechobee Clean Energy Center, a combined cycle natural gas plant of about 1,600 megawatts, sits in northeast Okeechobee County roughly 24 miles west of Vero Beach. Planned for service in 2019, its power block covers about 189 acres. Plant maintenance and any future expansion draw contract crews from the closest population center, and for that plant, Indian River County is it. Experience on heavy rotating equipment, transformers and steam components makes an operator far more useful there.

Lagoon-side ground and salt

The Indian River Lagoon shapes most coastal job sites in the county. Fill along the shoreline is often loose sand over softer material, and the water table sits close to the surface for much of the summer. A crane that sets up fine in April may need heavier matting after a week of afternoon storms in August.

Salt exposure works on a crane every day it lives near the coast. Wire rope, hook latches, sheave bearings and outrigger pins corrode faster here than they do in Okeechobee or Highlands County, so frequent inspections should actually look for rust, pitting and broken wires at the end fittings, not just tick a box.

Credentials that travel across the county

Certification lasts five years. Operators who log 1,000 hours of crane-related experience during that period may be able to skip the recertification practical exam, so keep your hours documented.

Rules and testing for Indian River crews

Florida is a federal OSHA state, and neither the state nor the county licenses crane operators. What employers must show is accredited certification and an employer evaluation under 29 CFR 1926.1427. See the Florida requirements guide for the full picture.

You can prepare for the written exams online at any hour, on any device. The written test can be taken by online proctoring or at a test center; the practical is always hands-on at an approved practical test site.

Questions people ask

Does this page cover Sebastian and Fellsmere?

Yes. This page covers the whole county, including Sebastian, Fellsmere and the barrier island communities.

Is factory work at an aircraft plant covered by the crane certification rule?

Overhead cranes inside a factory are generally covered by OSHA's general industry rules, not Subpart CC. Construction projects on the same campus fall under Subpart CC.

Do digger derrick crews need certification?

Digger derricks doing certain utility work have a partial exemption. Other uses, such as setting materials for construction, may require certification. Your employer decides which applies.
