Crane Certification Prep for Tampa's Towers and Bridges

Water Street's second phase and tower crane demand

Strategic Property Partners' Water Street district changed the east side of downtown, and the second phase is set to add office and residential towers along the extension of Water Street north of Cumberland Avenue. Recent reporting says Moss is the general contractor on a 33-story luxury tower, with groundbreaking planned for spring 2027 and completion in 2029, and a 452-unit residential tower on a similar schedule.

Each of those buildings will put a tower crane on a small footprint surrounded by streets, existing towers and the Selmon Expressway. Tower crane work in a dense core is mostly about planning: knowing the crane's slewing envelope, coordinating with the hoist and the concrete pump, and keeping the signal chain clear. What the bridge crews learned on the Howard Frankland

The new Howard Frankland Bridge between Tampa and St. Petersburg took about six years. The new span opened to southbound traffic in 2025, the old southbound bridge was demolished, and the northbound express lanes and a shared-use path opened in May 2026. Reported totals ran near $974 million, more than the original contract figure.

Over-water work like that relies on cranes set on barges, where the crane's capacity is affected by list and trim, and on long reaches over moving traffic. Riggers handle precast beams that must land on bearings within tight tolerances. Separate connection projects at Ulmerton Road and at Reo Street near Westshore are still in the pipeline, so bridge and interchange experience stays useful here.

Securing a crane before a hurricane: Florida's 2025 rule

Senate Bill 180, signed in June 2025, created section 489.1132 of Florida Statutes. It doesn't license anyone. It requires that when a tower crane, mobile crane or hoist is on a construction site, a hurricane preparedness plan for that equipment be kept at the site, and that the contractor in control secure it no later than 24 hours before hurricane impacts are expected.

  • Follow the manufacturer's high-wind instructions for the specific crane.
  • Let tower cranes weathervane (slew freely) when the manufacturer calls for it.
  • Lower or retract mobile crane booms where that's possible.
  • Take down rigging, loose tackle and banners that catch wind.
  • Know who on the site plan is responsible for each step, and when.

Lightning, heat and wet ground

Tampa's summer pattern is predictable: humid mornings and thunderstorms building over land in the afternoon. A crane boom is the tallest thing on most job sites, so lightning stops work long before rain does. Plan big picks for the morning, have a clear rule for when to stop and when to restart, and expect soft ground and standing water after a storm. Outrigger pads and crane mats matter on sandy fill near the bay, where the water table sits close to the surface.

Heat is the other summer hazard. Cabs without working air conditioning, black rooftops and long waits on the hook all add up. Water, shade and rotation between tasks keep crews sharp through the afternoon.

Questions people ask

Does Tampa require a city crane license?

No. Tampa isn't one of the jurisdictions that license crane operators. Federal OSHA requires accredited certification and an employer evaluation instead, explained in our Florida requirements guide.

Does the online course include the practical exam?

No. The course prepares you for the written exams. The practical is a separate hands-on test on a crane at a practical test site, scheduled through the certifying body.

I already hold a mobile crane certification. What should I add?

Many Tampa operators add tower crane or a rigging credential. If your certification is close to its five-year renewal, see the recertification course.

Is MacDill or port work any different?

Federal installations and port terminals often add their own access, badging and safety requirements on top of OSHA. Operator certification is still expected. Check with the contractor before mobilizing.
