Okaloosa County Crane Exam Prep for Base, Bridge and Highway Work

No Florida county is shaped by the military quite like Okaloosa. Eglin Air Force Base covers most of the land between Crestview and the Gulf, and Hurlburt Field sits on its western edge. The county's own figures tie about 72 percent of the local economy to the bases and their contractors. Around them are two very different construction markets. Coastal towns rebuild bridges and waterfront, and the Crestview area to the north grows as fast as builders can pour slabs.

Two bases, one long contract list

Eglin is the county's largest landowner at roughly 463,000 acres, and its test ranges, labs and airfields generate a steady stream of military construction. Hurlburt Field, just west of Mary Esther, is home to Air Force Special Operations Command and the 1st Special Operations Wing. Hangars, simulator buildings, fuel systems, range towers and utility replacements on these bases bring in general contractors from across the Southeast, and they hire local crane and rigging crews.

Federal projects usually come with detailed lift plans, critical-lift reviews and pre-task paperwork. Operators who can read a chart quickly and explain their setup to a safety rep tend to stay on these jobs. Riggers who can estimate a load's weight and center of gravity without guessing tend to stay as well.

Bridges over the Sound and the bay

FDOT's $171 million Brooks Bridge replacement in Fort Walton Beach is building two parallel spans over Santa Rosa Sound. The new main span is about 15 feet higher than the old one, with 65 feet of vertical clearance. The completion target has already slipped from 2027 to early 2029, and traffic shifts onto the new structure come in stages before the old bridge is demolished.

Bridge work like this brings together barge-mounted crawlers, pile driving and beam setting with two cranes on one load. Tandem picks are where a qualified rigger and a clear signal plan count most. If you want to move up from groundman, this is the kind of job worth training for.

Crestview's new roads

Up north, the Crestview Bypass broke ground in 2019 with money from the city, the county, FDOT and Triumph Gulf Coast. PJ Adams Parkway was widened to four lanes, and the bypass includes a bridge over the railroad that needed 370 piles across 14 bents. FDOT's new I-10 interchange at PJ Adams Parkway, a roughly $73 million job, was aimed at late 2026 to give drivers an option besides crowded SR 85. Work like this keeps boom trucks and hydraulic cranes busy setting girders, box culverts, sign structures and drainage structures.

Niceville and Valparaiso, at the north end of Eglin's main base, also see steady school, medical and residential work that keeps small hydraulic cranes moving between jobs.

Rules, weather and testing

OSHA's Florida listing assigns Okaloosa to its Mobile, Alabama area office, which enforces the federal crane standard. Florida adds no operator license. It does require a hurricane plan for cranes on construction sites under s. 489.1132, F.S., and contractors must secure those cranes a day before a storm hits. Coastal crews also deal with salt air on wire rope, sugar-sand ground near the beaches, and sea-breeze thunderstorms on most summer afternoons.

For the written exam, use online proctoring, a test center or a test event. Plan on travelling to an accredited site for the practical, which is always done on a real crane.

Questions people ask

Do Eglin and Hurlburt contracts need more than an NCCCO card?

The card covers the operator certification part of OSHA's rule. Federal contracts often add their own submittals, such as lift plans, inspection records and site-specific training. Your contractor will tell you what the contract calls for.

Does this page cover Destin and Niceville?

Yes. It covers the whole county. Fort Walton Beach and Crestview also have their own pages.

Which course should a bridge groundman take first?

Rigger Level I and signal person are the usual starting points before moving to an operator card.

Is the training self-paced?

Yes. It works on any device and you can study around shifts at any hour.
