Hamilton County Crane Prep for Phosphate and I-75 Work

Hamilton County is the top of Florida's I-75 corridor, tucked against the Georgia line between the Suwannee and Withlacoochee rivers. Its largest industrial operation is an open pit: the Swift Creek phosphate mine near White Springs, run by White Springs Ag Chems doing business as Nutrien. Anyone who rigs or runs cranes in this county needs to understand that mine work and construction work follow different federal agencies.

Mines answer to MSHA, not OSHA's crane standard

The Swift Creek Mine is an open-pit phosphate rock operation in White Springs. According to MSHA's 2024 fatality report, it employed 247 miners working two 12-hour shifts, seven days a week. Because it is a mine, safety on the property is regulated by the Mine Safety and Health Administration under Title 30, not by OSHA's construction crane rules in 29 CFR 1926 Subpart CC. OSHA's operator certification requirement in 1926.1427 does not govern crane work on mine property.

That does not make training optional. MSHA has its own training rules for miners and contractors, and mine operators and contractors commonly ask for nationally recognized crane and rigging certifications as proof of competence. A contractor who works both at the mine and on construction jobs in Jasper or Lake City needs to meet both sets of expectations.

A lesson about stored energy

On March 1, 2024, a 62-year-old truck driver lead was killed at Swift Creek in what MSHA classified as a machinery accident. MSHA concluded the mine operator had not ensured a slurry pipe was blocked against hazardous motion. The same report noted that the mine's 2023 non-fatal days-lost incident rate was 1.34, above the national average of 0.97 for that type of mine.

Moving heavy pipe, pumps and dredge components is a large share of rigging work at a phosphate mine. The lesson applies to anyone handling pipe: block, crib or secure every section against rolling or sliding before anyone works near it, and plan where the load goes if a sling or support fails.

Preparing from a rural county

Florida has no state crane license. On construction jobs, federal OSHA requires accredited operator certification plus an employer evaluation. Study online at any hour, with practice questions that follow the exam outlines, and take written exams by online proctoring or at a test center. Lake City is roughly half an hour south for crews who want to meet up with others working the I-75 corridor. Practical exams are always hands-on at a practical test site.
