The expressway reshaping the county

The First Coast Expressway is planned at about 46 miles from I-10 on Jacksonville's Westside, south through Clay and east into St. Johns County. Segments in Clay, including the stretch between Blanding Boulevard and US 17, are already carrying tolled traffic. The remaining work centers on the new St. Johns River crossing near Green Cove Springs and the segments east of it, which FDOT targets for 2030.

Each interchange and creek crossing on a road like this involves setting precast beams, driving piles and placing drainage structures. Beam sets in particular call for careful lift planning: crane positioning on soft shoulders, sometimes two cranes sharing a load, and riggers who know how to handle long members in wind. Operators who already hold a mobile crane certification tend to have more doors open on these jobs than those still working toward one.

Camp Blanding and government work

Camp Blanding Joint Training Center covers about 73,000 acres in southwestern Clay County and is the Florida National Guard's main training post. It also hosts reserve and active-duty units, ROTC programs and state emergency-management training, and it serves as a continuity-of-government site for the governor. The post uses a Starke mailing address, but it lies entirely within Clay County.

Facilities work on a base that size includes barracks, maintenance shops, ranges and utilities, usually built by contractors who work under federal OSHA. Remember that state employees in Florida are outside federal OSHA coverage and there is no state plan for them, so the rules a crew follows can depend on who signs the paycheck.

Closer to Jacksonville, Orange Park and Fleming Island keep commercial and medical construction moving along US 17 and Blanding Boulevard. Those jobs are smaller than the expressway, but they are where many Clay operators log the steady seat hours that make the practical exam and the employer evaluation go smoothly.

Black Creek and wet ground

When Hurricane Irma passed in September 2017, Black Creek rose to a record 30.52 feet two days after the storm, flooding neighborhoods around Middleburg. The lesson for crane crews is not only about hurricanes. Clay's creek bottoms and low pastures hold water for long periods, and a site that drains well in spring can be saturated in late summer.

Use mats sized for the outrigger loads you will actually generate, check for buried utilities and septic systems on residential lots, and watch for soft spots after rain. Ground conditions show up on every NCCCO operator written exam for a reason.

Do I need a Florida license to run a crane on the expressway?

No state license exists. Contractors must meet federal OSHA Subpart CC, which means accredited certification and an employer evaluation. FDOT projects may add contract requirements.

I was certified in 2021. When do I renew?

NCCCO certifications last five years. If you have 1,000 hours of crane-related experience in that time, the recertification practical can usually be waived, leaving the written exam.
