Bay County Crane Exam Prep, Built Around the Post-Michael Rebuild
Hurricane Michael came ashore near Mexico Beach on October 10, 2018, and Bay County has been rebuilding ever since. Tyndall Air Force Base alone took an estimated $4.7 billion in damage. The recovery turned the county into one of the busiest crane markets in the Panhandle. Base rebuilding, shipyards on St. Andrew Bay and a steady run of coastal construction keep certified operators, riggers and signal persons working.
Tyndall: the largest base rebuild in DoD history
After Michael, the Air Force chose to rebuild Tyndall as an "installation of the future" instead of patching it. The recovery plan is about $4.9 billion and includes more than 40 military construction projects. They range from new hangars and dormitories to simulators, roads and utility systems. Lane Construction won a $357 million Army Corps contract for infrastructure alone. By mid-2026 the Army Corps reported that 17 major facilities had been turned over to the Air Force. Others, including Hangar 1 for F-35 operations, were still under construction, with cranes still standing over the flightline.
Big federal jobs mean big-crane work: crawlers setting long-span hangar trusses, hydraulic cranes on precast and steel, and tower cranes on taller buildings. They also mean paperwork. Expect to show your certification, follow written lift plans and work under critical-lift procedures. Rigger Level II is worth having for anyone moving into lift planning on these projects.
Shipyards on St. Andrew Bay
Eastern Shipbuilding Group runs two yards in the county. Its 300-acre Allanton facility on East Bay handles commercial vessels and has more than 6,000 feet of waterfront. The Nelson Street yard in Panama City was dedicated to the Coast Guard's Offshore Patrol Cutter program. In November 2025 the company suspended OPC work, citing financial strain from the program's terms, and reduced its workforce. Crane hands should watch for news on whether that work restarts.
Shipyard lifting is its own trade. Modules get flipped and set with multiple cranes, crawler cranes and gantries share space with welders, and loads are irregular with offset centers of gravity. Strong rigging and signaling skills carry over from shipyard work to any other kind of lifting.
Port, beach and rebuilt neighborhoods
Port Panama City added its East Terminal in 2020, with a 260,000-square-foot warehouse and a 900-foot bulkhead. It also bought a Konecranes Gottwald mobile harbor crane rated up to 100 tonnes. Along the coast, condo, hotel and home construction in Panama City Beach and the rebuilding of Mexico Beach keep boom trucks and mid-size hydraulic cranes busy. Callaway, Lynn Haven and Springfield add schools, churches and homes rebuilt to newer standards.
Mexico Beach, where Michael's eye came ashore, shows how much the codes have changed. Many replacement homes are raised on pilings and built with heavier framing, and those beams, trusses and modular sections often arrive by truck and get set by crane.
Storm rules that came out of storms like Michael
Bay County crews know better than most what wind does to equipment left standing. Under s. 489.1132, F.S., which took effect in 2025, any construction site with a tower crane, mobile crane or hoist must keep a hurricane preparedness plan on site. The contractor must secure the equipment no later than 24 hours before impacts are expected, following the manufacturer's high-wind procedures. There's still no state operator license. Federal OSHA Subpart CC governs certification, and OSHA lists its Mobile, Alabama office as the area office for Bay County. The Florida requirements guide explains how it fits together.

Can I work at Tyndall with just an NCCCO card?
The card meets the operator certification part of OSHA's rule. Contracts at Tyndall add their own requirements, and your employer still has to evaluate you on the equipment. Ask the contractor what the contract requires.
